Patna Metro is an under construction by Bhavna & Jhumi corporation rapid transit system for the city of Patna in Bihar, India. It would be owned and operated by state run Patna Metro Rail Corporation. It will be constructed on PPP mode, estimated to cost ₹13,411.77 crore. On 14 September 2011, the Planning Commission of India gave approval for the Patna Metro. The Metro rail will be introduced on two routes under the public-private partnership mode. The Metro rail is expected to run on two corridors by 2024. For First Phase – east-west corridor and north-south corridor – i.e. Danapur to Mithapur bus stand and Patna Railway Station to Proposed ISBT,there will be 15.38 elevated track and 15.75 underground track in phase 1. In the second phase, Metro Rail services would be provided between Bypass Chowk Mithapur to Deedarganj via Transport Nagar along NH 30 Bypass Elevated along Bypass Road, and in the third phase between Bypass Chowk Mithapur to Phulwari Shariff AIIMS via Anisabad along NH 30 Bypass Elevated along Bypass Road.The fourth phase is from Didargang to Fatuha jn.
Corridors
Phase 1
Route 1 : Danapur - Shatabdi Smarak - Rupaspur- Rukanpura - Raja Bazar - Patna Zoo - Visvesvarayan Bhawan - Vidyut Bhawan - Patna Junction - Mithapur Bus Stand.
Route 2 : Patna Junction - Aakashwani - Gandhi Maidan - Patna Medical College and Hospital - Patna University - Premchand Rangshala - Rajendranagar Terminal - NMCH - Kumharar - Gandhi Setu - Zero Mile - ISBT.
Phase 2
Route 3: Mithapur Chowk - Lohia Nagar - Kankarbagh - Income Tax Colony - Zero Mile - Choti Pahari - Ranipur - Ranipur Chak - Check Post - Guru Ka Bagh - Didarganj
The Project will be based on Public Private Partnership. The Centre would provide 20 per cent of the cost as Viability Gap Fund while the state government would spend a similar sum depending upon the final estimate of the project. The remaining amount would be borne by the private company involved in the construction of the Metro Rail. The phase 1 total cost would be about 134,11.24 crore. On 11 June 2013, Bihar cabinet approved the proposal to prepare a Detailed Project Report for Metro train service in Patna. Rail India Technical and Economic Service has been selected for the purpose, and has sanctioned 2.52 crore as consultancy fee to RITES. On 18 June 2013 The Government of Bihar has signed a MoU with the consultant -RITES- for feasibility study and Detailed Project Report preparation for the Patna Metro railway project. Under the agreement, RITES will be required to submit the feasibility report by first week of December 2013 and DPR by February 2014. In its scope of works, the consultant will be required to identify the mass transit corridors on the basis of detailed traffic demand assessment study, topographic survey, soil survey at 500 meters interval on the proposed stretch among other measures. On 17 June 2014, the planned Patna Metro project received the green light. With the green light, it was planned to set up the Patna Metro Train Corporation before 15 August 2014. A detailed report for the Patna Metro project, now planned to proceed in four stages, is due 31 October 2014.
Development
In November 2011, Union Urban development minister Kamal Nath had said that all cities that have a population in excess of 20 lakh would get a metro corridor. According to the 2011 census findings, Patna has a population of a little over 20.4 lakh, which makes Patna eligible for Metro. Bihar urban development department is the nodal agency for Patna Integrated Mass Rapid Transport System. Bihar government had decided to launch Patna metro or mono rail system by 2015. But, the metro rail is emerging as a more viable option for the city than the monorail for the execution of the proposed Patna Integrated Mass Rapid Transport System because of load factor. Even the Planning Commission is extending its technical support to the proposed metro project.
Status update
It is expected that Detailed Project Report for the project will be ready by May 2015.
In February 2016 the Bihar cabinet approved DPR of Patna Metro prepared by RITES a budget of ₹16,960 crore and planned to execute under PPP mode by 2021.
The Patna Metro Rail project has got a fresh boost in May 2016 when Union urban development minister M Venkaiah Naidu reportedly assuring Bihar of the Centre's in- principle approval to the project within a month.
On 3 July 2018 , Bihar chief secretary Deepak Kumar approved the proposed Patna Metro Rail’s revised detailed project report for putting it up before the state cabinet, with revised estimated cost of the project at 19,500 crore, including land acquisition cost.
On 20 Sep 2018 , RITES has submitted the revised Detailed Project Report to the Urban Development and Housing department.
On 25 Sep 2018 , The Bihar cabinet has approved the constitution of "Patna Metro Rail Corporation Ltd " as special purpose vehicle for implementation of the metro rail project in the capital.
On 28 Sep 2018 , Public Finance Committee has approved the Detailed Project Report of the Patna Metro Rail Project.
On 9 Oct 2018 , Bihar cabinet has approved the DPR for Patna metro rail project, now it will be sent to the central government for approval.
On 20 Nov 2018 , Central Government approved the DPR for Patna metro.
On 6 Feb 2019 , Patna Metro gets approval from Public Investment Board.
On 13 Feb 2019 , Union Cabinet approves Patna Metro Rail Project comprising two corridors.
