The climate of Lowell differs slightly from that of Eugene, which is at lower elevation. Lowell receives more of rain and more of snow per year than Eugene. The median age in the city was 39 years. 27.5% of residents were under the age of 18; 4% were between the ages of 18 and 24; 26.8% were from 25 to 44; 32.7% were from 45 to 64; and 9.1% were 65 years of age or older. The gender makeup of the city was 50.8% male and 49.2% female.

There were 315 households out of which 37.5% had children under the age of 18 living with them, 58.4% were married couples living together, 13.0% had a female householder with no husband present, and 24.8% were non-families. 18.7% of all households were made up of individuals and 6.7% had someone living alone who was 65 years of age or older. The average household size was 2.72 and the average family size was 3.10. In the city, the population was 27.9% under the age of 18, 10.5% from 18 to 24, 29.6% from 25 to 44, 23.8% from 45 to 64, and 8.2% who were 65 years of age or older. The median age was 34 years. For every 100 females, there were 96.6 males. For every 100 females age 18 and over, there were 98.1 males. The median income for a household in the city was $35,536, and the median income for a family was $41,563. Males had a median income of $31,484 versus $18,125 for females.
