José Manuel Otero Novas - writer and politician from Spain. He was born on March 23, 1940 in Vigo. He graduated from the University of Oviedo. He was awarded the Grand Cross of the Order of Charles III, the Grand Cross of the Order of Isabella the Catholic, the Grand Cross of the Civil Order of Alfonso X the Wise.
